What you need before bidding
- Bidder registration on each portal you use
- A Class 3 Digital Signature Certificate, usually with both signing and encryption
- Scanned documents: registration, PAN, GST, experience certificates and financials
- Earnest Money Deposit (EMD) where required, unless you are exempt
Submitting a bid
Most portals use two covers: a technical bid and a financial bid, both signed and encrypted with your DSC before the closing time. Upload early; portals get slow near deadlines.
